Consultancy Support for Capacity Building in DHAT and Training Program Development

Copenhagen Centre for Energy Efficiency (C2E2) is implementing a new project on Strengthening local vocational skills in the area of district energy. The overall Sino-Danish pilot project, which runs until the middle of 2020, aims to create or strengthen local vocational skills in the area of district heating in China. The project is being executed in China under the signed Implementation Agreement of Sino-Danish Pilot Project on District Heating and Energy Efficiency Improvements between the National Energy Conservation Center (NECC) and the Danish Energy Agency (DEA). C2E2 is contracted to provide consultancy support for capacity building in DHAT in China. And C2E2 is now seeking for a national consultant based in China to develop relevant training program for China.

The project will:

  1. Support the capacity building in the DHAT and modelling approaches to district heating planning in China
  2. Participate in establishing a core group of users of the DHAT and modelling approaches in China
  3. Develop and conduct a self-contained two-day training program in DHAT and modelling approaches in China

The program will be designed to be replicable, and be especially relevant to Chinese stakeholders in national and regional governments in China.

The task of the consultant is to develop the final training program as well as the content needed for the course. The consultant will conduct the pilot-course and the post-evaluation and adjust the course program and content according to the feedback from the participants. Following this, the consultant should be able to deliver the course as a two-day program with fixed rates for hours and traveling when relevant for the collaboration of local stakeholders in China. The consultant must be available for follow-up questions from the participants by phone and email in order to ensure a successful utilization of the tool following the course.

Qualifications and Skills

The appointed consultant should have:

  • PhD Degree (desirable)
  • Based in China (preferred in Beijing), able to travel to other Chinese cities
  • Solid knowledge about district heating planning and preferably DHAT.
  • In-depth understanding of Chinese energy planning, able to explain materials in an appropriate manner.
  • Experience of working in district heating and/or energy planning in China
  • Fluent in English and Maderian

Working Arrangement

The consultant will be retained on a contract with the C2E2 and payments based on deliverable output. They would be required to be available for the timely delivery of milestones throughout the project.

The consultant will work under the supervision of Dr. Zhuolun Chen in C2E2 and will agree on face-to-face workdays in China or conference calls as per the progress of work.

Language

All outputs should be prepared and submitted in the English and/or Chinese language, as required, to the Copenhagen Centre for Energy Efficiency.

Time for completion

Four months with possible extension on demand of DEA.
