Vacancy Announcement – District Energy Experts for City Experts Team

The Sustainable Energy for All Partnership (SE4All) Global Energy Efficiency Accelerator Platform (‘the Platform’) is a public-private partnership initiative to scale up energy efficiency policy, action and investment, with the aim of contributing to doubling the rate of improvement in energy efficiency worldwide by 2030. It is positioned as the lead UN-wide delivery vehicle for the United Nations’ Sustainable Development Goal 7, to “ensure access to affordable, reliable, sustainable and modern energy for all.”

A team of three district energy City Experts is initially being recruited to undertake rapid assessments for approx. 30 cities, and ultimately support successful implementation of pilot projects within 3-5 cities as part of the Global District Energy in Cities initiative (DES), led by the United Nations Environment Programme (UNEP). The DES is an underpinning activity of the District Energy Accelerator where UNEP has been active in establishing city interest in district energy systems. The City Experts will bridge the gap between information on district energy in target cities and actual project development, and will provide both in-depth support to identified pilot cities and initial assessment support and experience sharing for a larger number of interested cities under the DES Initiative. They will support cities in their heat or cool planning, build up capacity, and conduct pre-assessment and pre-feasibility studies in order to start developing investible district energy projects.

The Expert is one of the three-member team of District Energy City Experts and shall have responsibility for successful delivery of technical aspects of the project.

Additionally, from among the three experts being recruited, a Team Leader will be appointed to build an overall work plan for the three City Experts, report on progress and manage external engagements in alignment with project goals.

The Expert will report to the Team Leader, District Energy regarding daily tasks and management.

Qualifications 
The District Energy Expert positions require a Master’s degree or equivalent in a relevant discipline (preferably Energy, Building, Mechanical or Thermal Engineering) and more than 5 years of relevant work experience in the design and / or operation of city district heating and cooling systems, preferably in developing countries and/or the regions targeted by the DES initiative under this assignment. The required competencies include in-depth knowledge and understanding of energy efficiency policies and technologies, especially in relation to district energy, and analytical skills and experience in preparing technical and/or policy-relevant reports and papers. Specific and relevant district energy experience in quantitative city-level analysis, private sector engagement, capacity building activities, project finance or other collaborative activities will be highly desirable. Experience in the countries where DES is first planned to be rolled out (e.g. China, India, Chile and Serbia) will be an asset.

For the Team Leader position, the candidate should have an additional 5 years of relevant work experience and well-developed skills in stakeholder engagement and project management, especially at the municipal level and/or in developing countries.

Languages
The working language at UDP is English, but in addition proficiency in languages relevant to the target regions of the assignment (e.g. Spanish, Serbian, and Mandarin) will be an asset.
